Internal Jobs health monitor & alerts

Anaphora is a system and itself needs a centralised place where - as a admin/superuse - I can see at a glance if anything needs my attention: errored jobs, or delivery interface failures.

I need to set up a special channel through which - as an admin - I too can be alerted if errors occur.
